I am not sure what you are asking here. Appellee means the respondent of an appeal. If you are asking about why Florida courts did not have jurisdiction over the case is because this was federal issue and Considering that the case would be in Florida would be a bad idea for Bush due to conflict of interest argument from Gore in the State of Florida and also it involved a federal question to which the federal courts had jurisdiction over. Also this issued was under the federal constitution and a petition of writ of certiorari which asked for an immediate judicial decisions. That writ was filed in the U.S. Supreme Court
- there would have been a conflict of interest for Gore to get that hearing in Florida courts
- There was a federal question involved which fell under the Federal Constitution. FL supreme court could have heard the case but a fair hearing without any potential argument of conflict of interest or impartiality from the court would have cause more legal fees and consumed tremendous time to the court. Had Gore lost at the FL supreme court, he would have still the possibility to appeal to the US Supreme Court anyways because the US Supreme Court would have jurisdiction over the federal question
