parallel lines have the same slope as whatever the given line has
call it m=slope = (y+9)/(x+2)= difference in y coordinates divided by the corresponding difference in x coordinates
y+ 9 = mx +2m
y = mx +2m-9 slope = m, y intercept = 2m-9
if the original line has zero slope such as y =10
then the parallel line through (-2,-9) is y = -9
if the original slope has undefined slope (it's a vertical line) such as x = 10, then the parallel line through (-2,-9) is x = -2
if the original slope = 1
then the parallel line through the given point is y =(1)x +(2)(1)- 9
or y=x -7
