It is already balanced. The reactants are on the left side (KOH or potassium hydroxide and H3PO4 or phosphoric acid) and the products are on the right (K3PO4 or potassium phosphate and H2O or water).
To determine if an equation is balanced, just compare the left side with the right side for each atom.
