What is the best way to write the following phrases: 1. No Consensual Compliance 2. No Citizen Consent

What is the best way to write the following two respective phrases in Latin?:


1. No Consensual Compliance (I.e., My compliance is not consensual or willful; it is forced)

2. No Citizen Consent (i.e., Absence of Consent From The Citizen or Citizenry)


NOTES:

For number 1 above, the objective is to express in two or three words the thought that any compliance, if achieved, will exist without consent; and will rather be the product of force, coercion or duress.

For number 2 above, the objective is to express in two or three words a state of being wherein the Citizen or Citizenry has not consented to the execution of a particular rule, order, law, mandate or directive.
