There's not very much information here, so I'll have to make an assumption:
- Admin likely represents a user or group of users inside of a single network.
If this assumption is correct, then the answer is a LAN, or local area network. This administrator would be a network administrator, and would configure the network and probably many if not all servers in that network in such a way that traffic and access is limited to support organisational goals. E.g. the "billing" and "software development" teams networks likely do not need the computers on those networks interact with one another, but will need access to the company's email server.
