There are two possible isomers

O C N

The central atom, C, has 2 double bonds to both O and N

O has two unshared electron pairs

N has 2 unshared pairs of electrons and a formal charge of -1

and

O N C

The central atom, N, has double bonds to both O and C and a formal charge of +1

O has two unshared electron pairs.

C has two unshared electron pairs and a formal charge of -2.
