One of Newton's kinematic equations of motions is:
vf = vi + at where vf is the final velocity (in this case, the velocity after 17 seconds), vi is the initial velocity (in this case zero), "a" is acceleration (in this case, that is the acceleration due to gravity which on the earth's surface is -9.81 m/s2), and "t" is the elapsed time (in this case 17 seconds) so:
vf = 0 + (-9.81)(17.0)
vf = 167 m/s
