x² + 4x + y² − 6y = −4

x^2 +4x + 4 + y^2 -6y + 9 = -4 +4 +9 =9

(x+2)^2 +(y-3)^2 = 3^2

center is (-2,3), radius =3

general form of a circle's equation is

(x-h)^2 + (y-k)^2 = r^2

where (h,k) is the center and r= radius

in this example, (h,k) =(-2,3) and r=3
