The new molarity of HCl can be calculated by the dilution formula M1V1 = M2V2 or (0.7)(17) = M2(17+13) --->
M2 = (0.7)(17)/(30) = 0.397 M. HCl is a strong acid, thus [H3O+] = 0.397 ---> pH = -log (0.397) = 0.40.
