The answer to your question depends greatly on what state ethics the state is interested in inculcating. Does the state care about private behavior, such as family or sexual relations? Or does the state merely concern itself with public acts such as military service and tax compliance? There is a wide spectrum of ethics that a state may choose to impose, from least privately invasive to most privately invasive.
