if m=0, then y=(0)x + b
and y=b, where b is a constant, and any real number, except 0, as y=0 is the x axis. y=0 is not parallel to the x axis, it is the x axis. Parallel lines never meet or intersect. So y=0 is not parallel to the x axis. y=1 is parallel to the x axis
