Due to intense heat and pressure at the center of the Earth's core, the inner core is a solid.
The inner core is solid even though it's hotter than the outer core because the pressure is much higher.
The outer core is liquid because the temperature there is high enough to melt iron, and the pressure, while intense, isn’t high enough to force the atoms into a solid structure.
