First calculate the number of mols of Na:
24.50g / 23.0 g/mol = 1.065 mols
Since you have excess water, all the Na will form NaOH. So mols of NaOH = 1.065.
Multiply by MW of NaOH:
1.065 *40g/mol =42.6g NaOH.
