First get the pOH.
pOH + pH = 14.
Therefore pOH = 14 - pH
So pOH = 14 - 8.5 = 5.5
Now with the pOH, we can get the concentration of OH- .
[OH-] = 10-pOH = 10-5.5 = 3.16 x 10-6
