Remember SOHCAHTOA ? Let me name the angle as theta denoted by θ.
Since you are given Cos(θ) = -3/5, draw a right triangle with the side adjacent to θ of length 3 units. The negative sign indicates that θ is in quadrant II.
Using the Pythagorean theorem, find the side that is opposite to θ.
Again, using SOHCAHTOA, you can determine the sin (θ) and tan (θ).
Again, you must remember that csc(θ) is the reciprocal of sin, sec(θ) is the reciprocal of Cos(θ) and Cot(θ) is the reciprocal of tan (θ).This will help you to determine all the required trigonometric ratios.
Next , remember how the sign works for the trig ratios in each quadrant and include the sign.
I do not understand the tan < 0 in your question. please check the question in case you missed to type in something relevant to this question.
A suggestion- Anything that you had to look back in your classwork/text book in case you did not remember, those are the things, you will write down in your study notes and practice more problems.
