Machiavelli principle is "the ends justify the means". That explains his views in the book "The Prince", in which Machiavelli proposes ideas that serve rulers/dictators to command their populations regardless of any morality.
While the French philosopher Rousseau supports education among the population and mainly children, Machiavelli encourages rulers not to enhance education because once the populations are educated, that will pose a threat to any dictator/ruler of being overthrown. So the more ignorant the populations are, the more secure a dictator/ruler will be.
Thomas Hobbes endorses the idea of the ruled people surrendering their freedoms to the ruler for the sake of the security of the people and the nation (state). Machiavelli adopts the same idea. However, for Machiavelli, it is not for the sake of the people or the nation, but for the sake of the ruler wellbeing. One way to achieve this wellbeing is to instill fear among the ruled people and deprive them of any freedom and their basic rights.
