Tylar, this is a great question! Thank you for posting it. Generally, I would say this is true. While it does depend on the individual, changing political environments can influence people to change their opinions. There are two reasons for this. First, with changing political environments, more information and media coverage of certain things occur and people are more exposed to certain facts, information, ideas, and debates and, as such, they might change their opinions. Additionally, changing political environments can indicate a new majority opinion and certain people might change their opinions to either match or stray from the mainstream/norm.
(It is important to note, however, that this does depend on the individual and their access to widespread information (e.g. cultural differences, language barriers, access to technology and media, etc.), their interest in engaging with the changing environment, etc.).
