Let X = how much 0.6 pound costs
1 pound costs $4.95
0.6 pounds cost X
The ratio is 1:4.95 :: 0.6:X
In fraction form this is
(1/4.95) = (0.6/X)
Cross multiply to get
1*X = 4.95 * 0.6
X = $2.97
Once you get used to doing problems like this you will realize that you can just multiply how much you want to buy (0.6 pounds) by the price per pound ($4.95 / pound) to get 0.6 pounds * $4.95 / pound = $2.97
