As RbOH dissociates into Rb1+ and OH1-, the OH1- concentration is also 1.9 x 10-3. [H1+] [OH1-] = 10-14, so
the [H1+] = 10-14 / 1.9 x 10-3 = 5.3 x 10-12 . Take the negative log of this to get pH = 11.3.
The log of 1.9 x 10-3 is -2.72, but pOH is the negative of this which is 2.72.
pH + pOH = 14, so you can calculate pH from this also.
