Based on the available options, I would narrow your choices down to Nancy Pelosi or Newt Gingrich.
Gingrich was a key player in ending a nearly 40 year reign of control by the Democrats in the House. He helped author and construct the "Contract with America" policy. He also oversaw the passage of welfare reform in the house, a capital gains tax cut, and the impeachment of President Clinton. However he had some issues with ethics and resigned from his role as Speaker and ultimately resigned from the House.
Nancy Pelosi was the first female speaker of the US House of Representatives. She has held this position twice (2007 to 2011, 2019 to present). She is the only woman in U.S. history to hold this position and is the second highest ranking female elected official, after Vice President Kamala Harris. During her first term as speaker she was instrumental in passing the Affordable Care Act, the repeal of Don't Ask/Don't Tell, and the 2010 Tax Relief Act. She was a leading force in the impeachment of former president Donald Trump on two occasions.
