a parallel line has the same slope. slope = the coefficient of the x term when the equation is solved for y
slope = m = 2
general form of a linear equation in slope y intercept form is
y = mx + b where b = the y intercept and m=slope
y = 2x + b
plug in the point (8,3) x=8, y=3
3 = 2(8) + b
b = 3-16 = -13
the parallel line through the point (8,3) is
y=2x-13
if (6,y) is on the line then
y=2(6)-13
y= 12-13
y=--1
(6,y) is (6,-1)
