The answer is 1 and 3 since they have the same number of protons. All atoms of an element must have the same atomic number (number of protons) but they do not have to have the same number of neutrons or electrons. Think about the isotopes of Hydrogen. All of them have 1 proton but they differ in their number of neutrons but they are all still Hydrogen. In fact, that is the case with all isotopes. The number of electrons can differ if the atom is charged.
