Getting the foundation right
Since the Y-axis is vertical, a line perpendicular to it would be horizontal.. The slope of a horizontal line is zero, because slope is the change in the vertical (Y value) divided by the change in the horizontal (X value), and the vertical coordinate does not change from the -3 of the point given. If we start with the slope-intercept form of an equation of a line (Y = mX + b), we can write Y = 0X + (-3) or Y = -3.
