For this problem. You have to use point-slope form which is (y-y1)=m(x-x1)
where m is slope and x1 and y1 are the coordinates that the line passes through.
You are told that the slope is perpendicular to the first line with slope of 2. A perpendicular line will have a slope that is the opposite sign and reciprocal, so that is -1/2.
Now we can plug in everything as
y-(-2)=-1/2(x-2)
but ut you probably should arrange it into slope-intercept form so step by step:
y+2=-1/2x + 1
y= -1/2x -2
