Since 1-chlorobutane is not unsaturated, you can rule out an addition reaction. To decide between substitution and elimination, ask yourself (or research) whether hydroxide is a strong enough base to remove a proton from 1-chlorobutane, or a strong enough nucleophile to replace the chloride.
