This is a problem an angular acceleration. You will use the force on the string to find the torque applied to the top. That torque will cause angular acceleration just as linear force on a mass causes acceleration, but you will use the angular form of the kinematics laws. The acceleration will continue until the 70 cm limit is reached. This is analogous to finding the speed an object is moving when a linear force is applied for 70 cm of travel. You should be able to solve that using either kinematics or conservation of energy (work done by the force/torque over distance). Good luck!
