The text you quote appears to be two general goals statements from a chemistry course. In my day, these were called SWBATs (Students will be able to..), though the current lesson plan jargon is something else. They appear to be quite reasonable goals. Did you have a specific question, these goals cover quite a lot of curriculum, you know?
