Is TiCl2 ionic or covalent bond?

One is metal and another is nonmetal, but the difference in EN value is 1.5 (less than 1.7).

So what we need to look at in order to tell this is ionic or covalent?

I would just say ionic because it's a metal and a nonmetal. I've never heard of anyone trying to say something like that would be covalent. The 1.7 thing is a rule, but not everything follow the rules, they aren't perfect rules.
