To answer your question simply: No, having the same Rf value does not necessitate that the compounds are identical, rather that there polarities are highly similar. For instance let's say you have two isomers that are equally polar, assuming you're doing TLC, the Rf should be similar if not identical. You would naturally conclude that the compounds are similar, but if you said that they were identical you would be incorrect.
