Fluency is the ability that someone has towards an independent and successful reading with the correct accuracy, speed and expression of a language.

The definition of the word' fluency' is not one that is set in stone, per se. I believe that fluency means one who is able to speak comfortably in a foreign language. To be fluent is to have the ability and confidence to keep a conversation going in a foreign language. I have students that are at the intermediate level but their confidence in spoken English shines through as a fluent speaker of English.
