The solution with the known concentration should be in the buret. As you are using pure oxalic acid dihydrate, its aqueous solution can be prepared to a known molarity and should be in the buret (solution in the buret is known as the titrant). A known volume of the NaOH should be placed in a container like a beaker or Erlenmeyer flask. The indicator is placed in the container with the NaOH not the oxalic acid solution. The oxalic acid solution is added carefully until the indicator changes color which signals the endpoint of the titration. From the volume of titrant added, the molarity of the titrant, and the volume of NaOH used, the molarity of the NaOH solution can be calculated.
