There were several Persian empires, all of which were more or less technologically advanced in certain areas compared to their neighbors at certain times, but I'm afraid I can't tell you more than that unless you specify a time period and other culture(s) to measure the Persians against.
Archaeologists, classicists, and historians of ancient world generally don't think about or rank cultures as being more or less advanced than one another. This is called cultural relativism, and it is one of the cornerstones of anthropology and related disciplines.
