Sparta was essentially a warrior city-state. The system of government of Sparta was designed around raising warriors to fight for Sparta. Unhealthy young boys were abandoned to die. Healthy boys were "drafted" into the army at the age of 5, trained vigorously for 10 years, graduated from military training at age 15, served for 20 years on "active duty," and could leave the military at age 35. Residents of Athens had much more freedom to choose what to do with their lives, including devoting themselves to the arts, an area where Sparta had almost no significant contributions. However, there were similarities between Sparta and Athens. Free Athenian men could vote on matters of government in open assemblies. Spartan men of age 35 or higher could vote in assemblies, after they had served their 30 years of military time (10 years of training plus 20 years of "active duty"). Athenian society made many contributions to the development of Western civilization, while Sparta is known almost exclusively for its military arts.
