A mole is defined as 6.02 x 1023 items of anything. It can be paperclips or molecules. It might even be your first paycheck, depending on the units (dollars, pennies, pesos, etc.) and the rate of inflation.. It simply defines a number, just like a dozen or a yard, etc. In chemistry, a mole is typically used to describe how many molecules are present in a sample.
In your case, you have 7.09 moles of NF3. Just do the math:
7.09 moles NF3 * (6.02 x 1023 molecules of NF3/mole NF3) = 4.27 x 1024 molecules of NF3.
Each mole of NF3 has 3 moles of F. So that means we have 3mole F/(mole NF3) * (7.09 moles NF3) = 21.3 moles of F. (3 sig figs).
