Lets change the candy hearts to 3 and the chocolates to 9 because 3/9 = 1/3

 

Now we have Chocolates = 9    candy hearts =3    cards = 4

 

Animals = 5 cards = 5 x 4 = 20    animals = 20          Balloons = Animals     Balloons = 20

 

So we have 20 + 20 + 4 +3 + 9 = 56          $28.00 / 56 = $.50 or 50 cents    50 cents = 1
