What can/ should be done to be fair as possible to ensure everyone has the chance to participate in science

From an astronomer's point of view, this would include increasing the number of available grants (ie, funding!), increasing the quantity and quality of education, increasing the quantity of citizen science efforts, and of course, apt advertising to ensure everyone knows about citizen science.
