(Clarified) Please help me. How would you solve this?

If f''(14/3) = 0,

What would 'b' be in terms of c for f''(x) = (-1.5b^(2))*(sin(bx+bc))

Just for clarification, is it f''(x) = (-1.5b^(2))*(sin(bx+bc)) or f''(x) = -1.5b^(2sin(bx+bc))? Those are two very different things, and I don't want to solve the wrong question.
