These used to confuse me, too. We simply take what is given inside the parentheses and substitute it for t.
f(2) = 3(2) + 1 = 6 + 1 = 7
f(-4) = 3(-4) + 1 = -12 + 1 = -11
f(t + 2) = 3(t + 2) + 1 = 3t + 6 + 1 = 3t + 7
