CCl4 - Nonpolar because the tetrahedral has the same amount of pull from all for molecules. All the Chloride molecules pull electrons evenly.
HCN - Polar because the CN is more electronegative than H. Meaning it would pull more electrons.
CO2 - NonPolar because the structure is O---C---O, you can see that the O's are both pulling electrons from the C, meaning there is no charge.
H2O- Polar because the electrons aren't being shared equally. The O is hogging all of the electrons because it is more electronegative.
