The outer shells of these elements have 8 electrons with the only exception Helium with 2. These elements do not react with other elements. They kinda behave independently. They are rare and have been labeled noble for their non-reactivity. All the other elements of the periodic table, taken individually, tend to react with other to reach some stable state as compounds. That is not the case for noble gases.
