Prior to the twentieth century, there was almost no regulation of business, except for a few agricultural products, and those regulations concerned economic factors (import/export). As business became mechanized, workers and consumers needed protection from an increasingly depersonalized society. Regulation requires that businesses operate within certain restrictions for the health and safety of workers and consumers. Every regulation ever written was at the request of someone who wanted it. Whether it was wanted for the public good, or to stifle the activities of a competitor, someone lobbied for the regulation. Unfortunately, regulations can become obsolete or overly onerous causing an undue burden on the market. The implementation and repeal of all regulations should be handled with a scalpel, not a hatchet.
