Potential Energy is calculated from:
PE = mgh where m is the mass of the object in question, g is the acceleration of gravity (9.81 m/s2), and h is the height above the reference location (lowest location of the system in question).
Since PE is based on the lowest location in the system, in this case at point B, the height (h) there would be zero so that point has the lowest potential energy.
