Since there would be a vertical asymptote when y=3, the answer would have to be 1) or 4). I graphed a few slope fields of dy/dx = (x+1)/(y-3), for (0,0), (1,1), (2,2), (-1,-1), and (-2,-2). I did not see any slopes parallel, so I would go with 1).
