Vertex is (h,k) (-1,10) h=-1 k=10

y = -3 (x + 1)^2 + 10

y = -3 (x^2 + 2x + 1) + 10

y = -3x^2 - 6x - 3 + 10

y = -3x^2 - 6x + 7

b = -6

c = 7

The exercise should read

y =-3x^2+bx+c.
