I'm assuming it was a typo to repeat 6 inches.
The tip of the minute hand makes one rotation, traveling the circumference of a circle with radius 6 inches, in an hour. In 20 minutes, it would travel 20/60 = 1/3 of that distance.
2 pi (6)/3 = 4 pi, approximately 12.566 inches.

This is my first time using Wyzant so please let me know if there's anything unclear.
The tip of the minute hand makes one full rotation along the circumference of the clock in 60 minutes.
1 rotation x rotations
————— = —————
60 minutes 20 minutes
cross multiply
60x = 20
x = 20/60 = 1/3
the tip of the minute hand moves 1/3 of a full rotation or 1/3 of the circumference
Circumference = 2 ● π ● radius
radius = 6 inches
1/3 Circumference = 1/3(2 ● π ● radius)
= 1/3(2 ● π ● 6)
= 1/3 (12π)
= 12π/3
= 4π
