Most proposed legislation is usually a reflection of the public, or a lobbying group asking a member to introduce a piece of legislation. If accepted by the House Rules Committee it is then sent to the specific committee (health, agriculture, etc) for hearings, amendments and changes. It is then returned to the full House for a vote. The same process is used in the Senate. Often a member of either body has been elected because of the public's perceived need for the new law.
