This problem states everything you need to know.
They give you a formula for the percent.
They tell you they want to know when the percent will be greater than 52.
So do just what they tell you: Set the formula to be > 52 and see what happens.
6.9x - 3.18 > 52
6.9 x > 55.18
x > 7.997
That means that as long as the year is greater than 7.997, the percent will be greater than 52. Since time only increases as we go forward, that means that once we get to 7.997 years (which is very close to 8), the percentage will be greater than 52.
