It all depends on your current situation. I find having a nice beefy PC is incredibly useful especially when you want to start editing 4k videos. That being said, a laptop is more ideal if you find yourself editing while travelling.

Sometimes your best choice is the one you can afford. Of course the biggest and best machine is the one to go with, but your wallet may not allow for that.

A computer that you buy off the shelf will probably need more RAM. On top of that, you probably will want to go with external storage as well because digital files can get quite big.

One way to save money will be on the editing software you choose. Did you know that DaVinci Resolve offers its editing software for free? Even iMovie can be used to cut a feature. The movie Tarnation was edited using iMovie and was made for under $500!

The best option is a PC. My suggestion would to go with an Imac, you can get it refurbished and because imac includes the monitor you will be 100% ready to start editing with premiere or final cut.

If you need mobility you can go with a laptop like a Macbook pro or even a Macbook air but the small monitor will make things a bit more challenging, so if you do that, always try to connect a monitor to your system to facilitate navigating menus, timeline and final output.

If you have the option, go with a PC over a laptop when editing. If you travel and you are in a pinch, a laptop will do fine.

Never use a laptop when a PC will do. Laptops are designed with one factor in mind -- mobility. When you don't need mobility always go for the PC.
