First, find the slope of the line.
m=(11- -10)/(0-3)=21/-3=-7.
Next, set up the linear equation in slope intercept form.
y= -7x+b, b is the y intercept when x=0. Use either given point to solve for b but the point (0,11) actually gives you the y intercept, b=11.
Try it in the equation, 11= -7(0) + b, so b=11.
So the linear equation is y = -7x+ 11.
