A good understanding of the difference between the three synonyms would eliminate any assumptions and would further clarify the interchangeability. In law enforcement, understanding the definition of the term AND the areas of applicability would be a good start in this clarification. While there will also be an overlap between the three terms, definition and applicability would eliminate the confusion of WHO is WHAT and WHEN it is used.

1. For the sake of the challenge, here is an example of interchangeability: MANAGEMENT includes the skill and art of ADMINISTERING assigned resources by ORGANIZING the activities believed to be needed to complete the project (whatever that is).
